Examines legal and public policy issues in the regulation of telecommunications common carriers by the Federal Communications Commission and other administrative agencies. The course explores agency implementation of the Communications Act of 1934 and the Telecommunications Act of 1996, as amended, focusing on recent developments in telecommunications law and regulation, such as competition in the telecommunications industry, treatment of Bell operating companies, universal service, wireless technologies, and other telephony, Internet, and Internet telephony issues.
